    Prepare the dough: Mix flour and water, knead into an elastic dough, and let it rest for 30 minutes.

    Prepare the filling: Chop shrimp, onion, garlic, and cilantro. Mix together.

    Roll out the dough into thin sheets and cut out circles. Place filling in each circle and seal into gyoza shapes.
