    In a bowl, combine flour, water, and salt. Knead into an elastic dough. Cover and let it rest for 20 minutes.

    Grind the meat in a meat grinder. Add finely chopped onion, cilantro (if using), salt, and pepper. Mix well.

    Divide the dough into 8 equal parts. Roll out each part into a thin, round shape.

    Place the meat filling on one half of the dough. Fold the other half over and seal the edges tightly.

    Heat oil in a deep pan. Fry the chebureki on both sides until golden brown, about 3-4 minutes per side.
