    Cut the beef into medium-sized cubes, finely chop the onion, and slice the carrots into thin pieces.

    Heat the oil in a pot, add the beef, and sauté over medium heat until browned on all sides.

    Add the onion and carrots and sauté for another 5-7 minutes, until the onion becomes soft.

    Add tomato paste, garlic, salt, pepper, and bay leaf. Mix well.

    Pour in enough water to cover the meat. Bring to a boil, then reduce heat and simmer on low heat, covered, for 2 hours, or until the meat is very tender.
